If it was perfected he would not be captured by Orochimaru's men.

There are so many beauties in this world.

 

How can he get them all if all these villages are fighting like morons?

 

So he will take these things into his hands and win over all with his iron fists first and conquer the public with his great plans of society.

 

But it was just a budding dream right now and he will have to slowly achieve it.

 

He has enough time to achieve his dreams so it is not a problem at all.
